European UAS operations fall into the Open, Specific and Certified categories. Most commercial work sits in Specific, which requires an operational authorisation based on a risk assessment, or in a Standard Scenario. That authorisation — not just the remote pilot certificate — is what determines whether an operator can legally accept a given job.
